HOW TO GENERATE A PDF FILE FROM A JPEG FILE
(E.g. a passport photo)

IV) Use free Software for converting the image file to pdf.

There are many freeware programs available for download on the web for such conversions. A few of them are:

1. http://jpgtopdfconverter.googlecode.com/files/jpegtopdf%20v1.0.zip  . A simple no frills converter for JPEG Pictures. Just unzip the download and the program is available without any installation. The conversion is very fast.
